Stoltenberg in a press conference also said that in the summit, other allied leaders will also be invited.

The secretary general also said that the alliance's meet in the next two days will focus on key issues that include Russia's military build-up and rise of China.

He also said that the meet will also discuss the presence of NATO allies' forces in Afghanistan.

Adding that "no one wants to stay in Afghanistan longer than necessary," he also said that "whatever path we choose, it is important that we do so together, in a coordinated and deliberate way."

He also said that he will present a report prepared by an outside expert group to the foreign ministers, which will argue why NATO should be made as a policy hub.

"I will then develop my proposals for the heads of state and government when they meet next year," he said.

"And I'm looking forward to that because NATO has proven to be a very agile alliance."
