The president was abruptly ushered out of the press event and black-clad secret service agents with automatic rifles rushed across the lawn north of the White House.

Lebanon Prime Minister Hassan Diab, 61, on August 10 announced the resignation of his government after four cabinet ministers quit amid street protests in the aftermath of the Beirut blasts.

It was not immediately clear if there were any US troops in the convoy or if anyone had been injured in the explosion, which went off just before 9 pm Baghdad time (1800 GMT). 

The official said a draft regulation, which has not been finalized and could change, would give the government authorization to block individuals.
