Boring Company founded by Musk two years ago has been building the tunnel in order to enable high-speed transit across the US through underground tunnels, also seen as promoting clean and efficient mode of transport.
Boring had said earlier that cars and pods can move at a speed of 130 mph inside the tunnel.
Los Angeles City Council had earlier approved the environmental review exemption for Musk's company giving it a go-ahead for the project.
In a tweet earlier, Musk had said the opening event that night would have "free rides" for the public next day.
The underground loop transit system hopes to cut through busy traffic overground and envisions the creation of transit pods to carry pedestrians and cyclists.
