Generating Energy From Waste

The problem regarding waste disposal in India has been ever existing, however, the government is planning to resolve  this issue by introducing the waste to energy plants in the Indian capital, which will burn the waste and turn it into energy. but in the pursuit of doing so, is the government taking the environment and health of people in account?
