A boiler had burst at the plant on Wednesday.
News reports said there were as many as 100 workers around the boiler when it burst.
News reports added that the explosion took place as workers stood under the massive boiler trying to de-choke it manually, and that safety guidelines were probably violated.
The state and central governments have since announced compensation of Rs 2 lakh for the next of kin of the dead and Rs 50,000 for the injured.
Rahul Gandhi, who visited Rae Bareily -- where the accident took place and his mother's parliamentary constituency -- has demanded a judicial probe into the incident government jobs for the injured.
