The alleged assault on Prakash by two Aam Aadmi Party (AAP) MLAs took place last Monday night, with the chief secretary saying Delhi Chief Minister Arvind Kejriwal was present during the attack.
The medical report of the attack has confirmed injuries to Prakash's face.
The two AAP ministers accused of attacking Prakash have since surrendered to police and have been remanded in police custody.
Delhi's Arvind Kejiwal-led Aam Aadmi Party government has had a running tiff with the city's Lieutenant Governor.
AAP has also accused the city's bureaucrats of putting up hurdles in the way of their work.
Since the alleged attack on the chief secretary, Delhi's officers have not been attending meetings of the chief minister and his cabinet colleagues, demanding that Kejriwal apologise for the incident.
The Delhi Administrative Subordinate Services meanwhile have gone on strike.
