Indian Army chief General Bipin Rawat clarified on Wednesday that the appointment of a government representative in Jammu and Kashmir would not impact the operations of the army in the state.
General Rawat said that the situation in Kashmir had improved and the government was speaking from a position of strength in the state.
"Government strategy on Kashmir has worked, we are negotiating from a point of strength. The situation has improved, infiltration has come down, the army chief said.

On October 23, home minister Rajnath Singh said the government would start a sustained dialogue in the terrorist-infested state.
The home minister said director of Intelligence Bureau Dineshwar Sharma will be the representative of the government of India in the state.
The home minister said that Dineshwar Sharma will initiate dialogue with elected representatives of Jammu and Kashmir, political parties, different organisations and people.
He added that, as a representative of Government of India, Dineshwar Sharma will initiate sustained interaction and dialogue to understand legitimate aspirations of people in Jammu and Kashmir.
